Video encoding workload

CPU-based video encoding on ghostnet-ki, separated from the LLM stack. The workload runs rootless under the locked gn-encoding account, has no GPU access and is scheduled outside peak hours.

The executable Ansible control project lives under ansible/. Architecture, confirmed decisions and open questions are documented under ../../docs/platform/llm-server/encoding/.
